Dated 1st June, 1915: – John Thomas Colbert; William Noel Crosby.

Northern Command Order No.1059.

CONVEYANCE OF BAGGAGE AND STORES –

Avoidable inconvenience and difficulty often arises owing to excessive demands being made for the conveyance of Baggage and Stores on the move of Units from one Station to another; sometimes owing to greater quantities having to be transported than existing circumstances justify, at other times on account of requisitions for carriage being put forward for weights far above those of the Baggage, etc., to be conveyed.

The scales governing the maximum amounts of Baggage and Regimental Stores carried at the public expense in peace time, are shown in the Allowance Regulations, but these should not be considered as applicable to the present war conditions.  The weight of Baggage and Stores to be necessarily taken with a Unit on move of station should be ascertained so far as possible by actual weighing.  The weight of kits should be carefully averaged and should not include packs.

In sending in returns showing the weights to be conveyed, Officers Commanding should give particulars under various headings, such as Officers’ kits, Quartermasters’ Stores, Offices, etc.

426 March Discipline

The attention of Commanding Officers is called to the necessity for carrying out March Discipline as laid down in Section 24, Field Service Regulations, Part I.  Further, it should be impressed on the men that water should be very sparingly drunk on the march, and no man should touch the contents of his water bottle until at earliest the second recognised halt.  Haversack Rations must not be eaten until orders to that effect are given by the Commanding Officer.

427 Feet Care of

The General Officer Commanding regrets to have to call attention to the evident want of care in some units as regards the correct fitting of boots and the care of men’s feet.  These are matters of the greatest importance.  An Infantry Battalion or Company that cannot march is of little use as a fighting unit.

In future a Company “foot inspection” parade will be held weekly, at which the men’s feet will be carefully inspected by the Medical Officer-in-Charge of the Unit.  Care must be taken that every man of the Company (including all employed men) attends this parade.

The Medical Officer will report at once to the Commanding Officer concerned any case of a wrong sized boot being worn or other points on which he considers action should be taken.  Officers Commanding Companies and Platoons will be held responsible that the correct sized boots are issued.

Attention is called to Circular No. 2 “Instructions for Care of Feet,” issued with Brigade Order No. 108, dated February 8th, 1915.  Officers Commanding Battalions will be good enough to give this matter their very careful personal attention.

428Telephony Course of

HORSES –

Instructions have been received from the War Office that no Government horses are to be used for polo.

Further, that tent-pegging and other mounted sports are not to be practiced without proper supervision, and that a wise judgement should be exercised in the choice of soft ground and in the preparation of the runs and jumps so that the horses’ feet and legs may not be jarred.  It is pointed out that it takes a considerable time after landing for imported horses to be fit for such exercises at all.

OVER-ISSUES – PAY –

It has been brought to notice that over-issues of cash are constantly being made to men by Officers Commanding Squadrons, Companies, etc., the failure of Company Officers to deduct the allotments of pay to which men are liable being the chief cause of such over-issues.

It is pointed out that Company Officers are entirely responsible for correctly paying the men of their companies, and if they are in any doubt as to the correct nett daily rate of pay to which any man is entitled reference should be made to the Regimental Paymaster.

In some cases it would appear that doubt still exists as to whether allotments of pay are compulsory for married soldiers; it is therefore explained that the allotment of 6d. per day must be deducted from the pay of such soldiers, and though an appeal may have been made against such a deduction under Army Order 475 of 1914, recovery must be continued until the War Office decision cancelling or reducing the amount of the allotment has been received.

A copy of “Instructions relating to Pay Duties,” issued with Army Orders, dated 1st May, should be in the possession of all Officers Commanding Squadrons, Companies etc.

PRECAUTIONS AGAINST HEATH FIRES –

Owing to the danger of Heath Fires during the Summer Months, and to the damage liable to be caused thereby, Commanding Officers are directed to impress on all ranks the necessity of using the utmost care in dealing with lighted matter, particularly cigarette ends and matches.

            2. All ranks should be constantly on the watch to stamp out incipient fires.  In the event of a fire breaking out it should be attacked at once to prevent spreading – a fire which can be readily stamped out by a few men, if attacked at once, may easily get beyond control if left for five minutes.

            3. Moors in the vicinity of Camps are to be placed “out of bounds,” except for drill and manoeuvre.

            4. When troops halt on a march, or break off temporarily for a rest during training or manoeuvres, the Officer in Command, before leaving the spot, should make sure by careful inspection that there are no signs of fire.

CLOTHING –

All concerned will take steps to ensure that great economy is exercised in making further issues of clothing to Units of all the New Armies.

It is impressed upon all that every man must be in possession of one thoroughly serviceable suit in which to proceed overseas, and that it is desirable that the second suit be continued in wear for drills and common use even though that suit may be very much worn.

When Units proceed overseas, the Troops embark with one suit and one pair of boots only.  The object of these instructions is not only to carefully economise existing stocks of new clothing, but also to obviate the great difficulties which must necessarily arise in disposing of part-worn garments on the embarkation of Units to join the Expeditionary Force.
